Is ODBC is an alternative way for CLI to connect the Teradata Server?

ODBC and CLI are two different APIs. while ODBC is an industry standard API, which means that if you write an application making use of ODBC API, you can switch it to a different DBMS without rewriting(almost) the application, just by changing the ODBC driver and connectivity info. This is why it's possible to use queryman to connect to Oracle/DB2 etc in addition to TD.

CLI on the other hand is a vendor specific API, which is the reason why CLI apps like bteq can't be used to connect to other DBMS systems.

CLI2 is native to teradata and much more faster than ODBC.
When Connecting through ODBC to Teradata you will not be able to use teradata specific sql such as with and with by etc.
