If anyone else seems to have this issue now or in the future here is what ended up working for me.
When I had this issue to try and connect with the Host File and that didn't even work. I tried this by going to the file:
In this file I just added the IP and the site or teradata server that I was trying to connect to, but even though I did this it still wasn't connecting.
If this is the case then the most probable cause is your computer/server/virtual disk or instance has firewalls that are blocking you from connecting to the host or Teradata Server. In situations like this you need to get your computer/server/virtual disk... etc permissions or access to this. Depending on what your company has, you may want to search the Wiki's / Knowledge Bases etc.. or talk to one of your network Admins to find what process you need to follow to allow your computer etc... to bypass the firewall to your Teradata Server.
For example, let's say the Teradata Server I was trying to connect to was called Flipper. I would request that my computer etc... gain access to flipper.vip.xxxx.com / this is the most common way I've found so far.
