DBQL showing null Operating Environment and System Condition with TASM enabled

TDWM is working and TASM is enabled on the system. I can see WDID in the DBQLogTbl however the OpeEnvId and SysConId are null. How can this be possible?
I think that when appropriate SysCon and OpEnv aren't selected then the 'Base' state is selected, which is comprised of 'Normal' SysCon and 'Always' OpEnv.

I couldn't find this documented anywhere, and technically I think the OpEnvId and SysConId for the 'Normal' OpEnv and SysCon should be selected which can be properly mapped to the State 'Base' in the StateMatrix table.

Can anyone please confirm why this behavior follows the technically correct behavior (according to my understanding) or if it does then please point to a document that states this.
