I don't usually tweak the FREESPACE parameter so I won't comment on that one. But for DataBlockSize, my goal is usually to get as many rows into a single block as possible. Since data is read by blocks, you'll get the fewest number of IO operations that way. Take a look at your average row size using either the estimation tools or just dividing space used by rowcount. Then figure out how many rows would fit in a block for a given block size. Also, for small tables I typically don't modify this value. I only tweak it for very large tables that frequently undergo a full table scan.
