How to find the time a fastload was blocked because no utility slot was available

Is there any way to find out from the DBC tables the delay between logon of the fastload sessions and when a utility slot was available?

Presuming no third party tools are being used and you are on a DBMS version with TASM that delays the utility sessions rather than just reject them , you can look for delaytime column in dbc.dbqlogtbl for that particular user and filtering on APPID  = 'FASTLOAD'. Third party tools can use various values for APPID even for fastloads so that makes the matter a bit different.
