TheTime Interpretation in ResUsage tables

How do we convert TheTime column in ResUsage tables to normal time format.
It's description states it as "Nominal time of the log entry." What is a nominal time?

FYI: TheTime is of type FLOAT and its values are like e.g. 111,000.00.

Convert time in FLOAT format to TIME format:

select cast(cast(cast(TheTime as format '99:99:99.99') as char(11)) as time(6)) from ResUsageSldv;

Teradata simply stores the string representation of time as FLOAT in the database.

e.g. 163,000.00 stands for 16 hours 30 minutes 00 seconds and 00 centiseconds.
