We just upgraded one of our environments from Teradata 13.10 to 14 and not able to create a columnar table. when I try to create one, i get the following error "Column Partitioning is not SUpported on this System". Below is the DDL I am using

CREATE MULTISET TABLE SALES ( TxnNo INTEGER,
PARTITION BY COLUMN, UNIQUE INDEX (TxnNo);
I think it is because of licenses, since it is not enabled. There are few features like Temporal, Virtual Storage etc, that need licenses. I am not pretty sure. Maybe you can double check.
I beleive the default DBS control parameter setting for Default Primary Index is D or P which means the table will be created with first column as NUPI. To have a columnar defined you need to change this setting at session level, or define the table as NOPI explicitly. as the Column partition is allowed only with NOPI table.
