how/where to find inherited rights acquired by user when created?

dear friends,

when i create an user in Teradata, its automatically interiting/acquiring all access on super user DBA without explaicitly granting anything.. we have 3 enrironments dev, test and prod and this is happening only in test env not others.. I dount something on env level settings but unsure where to check and restrict access on super user as it's a security constraint.. i tried various posts searching google but dint get concrete info.. please help

Check the rights granted to PUBLIC or granted with the ALL option, dbc.AllRightsV.AllnessFlag = 'Y'

Thanks a lot for reply. I checked PUBLIC rights, It's having access on all DBC objects and other System* user objects. AllnessFlag='N' only. No diff b/w test and other env entries for PUBLIC. Pls. let me know if I need to provide more info
