Its most common use is to add AMPs to the system. It is used by the Teradata field engineer after installing new hardware (nodes or disks). It computes a new hash map and then redistributes the existing data so that it is balanced in the new configuration.

If there is no addition of Amps and still this program is run what does it do?
Will there be a new hash map created? If yes will it help in boosting the performance?

In general, there is no need to run reconfig except when adding or removing AMPs. Reconfig is *not* a tool for "tweaking" the system to improve performance.

Additional comment:
Reconfiguration is the second step of the configuration and reconfiguration process. One needs to modify or redefine the current configuration of the system via the configuration utiliy; then, run the Reconfig utility. With no change, Reconfig utility does nothing to the DBS.
