Teradata Studio 16.20.00.00 for Windows x86 64-bit still can't detect jre even when explicitly inputting the address of the jre path: "C:\Program Files (x86)\Java\jre1.8.0_161\bin"

That path typically indicates a 32-bit JRE. The JRE and Studio need to have the same bitness. (You can have both 32-bit and 64-bit JRE installed, if you need the other one for some other applications.)
