if FSP=0 and I try to run load what happens , does it fails

No, it doesn't fail. MLoad into a populated table ignores FSP (uses free space if there is any).

if there is no free cylineders does it forces minicylpacks.
or how it obtains free space ,

Yes, it will attempt to allocate a new cylinder. If the number of free cylinders on the AMP approaches zero that could trigger minicylpack.

let me know all possible ways and technique it will try to allocate a cylinder and will give error .

any data dictionary which will trach this activity?

also what is cylinder split
