To skip the first record you can use the keyword 'Record 2', which will start extracting from the 2nd record.
I am not sure about skipping the last record.

Use FROM option of .IMPORT command
.IMPORT INFILE abc.dat FROM 2 [FOR ...] LAYOUT Sale_Order

If they are a header and trailer, you should have a record type so that you can process them.

The other option is to use a sed script to remove them before passing the file to the utility.
