SESDELAYED vs DELAYED

Okat so I'm running TD13.10 with Viewpoint 14.01.  I have setup 3 Utilitiy limit control's as below

Loads: which is all types of loads with limit of 5.

Exports: which is all types of exports with limit of 10.

All Utils: which is for loads and exports with a limit of 10.

This allows for the following to happen.

5 loads and 5 exports

0 loads and 10 exports

2 loads and 8 exports

or any combination of above

My question is in Qeury session portlet I can see sessions delayed in DELAY filter linked to the above show when I click on delay tab after drilling down on a session but do not understand what the SESDELAYED tab is for.  From my reading of the manual it should be due to the above limits I have set.

Can someone explain what causes a session to go into the SESDELAYED filter.

DELAYED:           The session is being delayed because query limit, imposed by a TASM throttle rule, has been met.

SESDELAYED:     The session is being delayed because a utility limit, imposed by a TASM throttle rule, has been met.

That is what I thought but when I look at one of the delay tab when I click on a delayed session it lists the utility throttle not a query throttle,

When I click on a session that is under sesdelayed there is not delay tab visable.
