If by "system users" you mean DBC itself and other users created automatically by SysInit / DIP, then no.
But you could certainly assign profiles to DBA, Security Admin, etc. users that you create.

Here is more details on our requirement.
Yes system users means ,users created by sysinit and DIP , like systemfe , console,crashdumps,dbqm,sys_calender etc.
Will there be any issue if we assign these users to a profile that does not force any limitations ,just like assigning to NULL profile.?
It should not cause any issues, at least in the short term. I'm not 100% sure if it will make any difference or be preserved for upgrades / migrations.
But it does seem sort of pointless to assign a "null" profile.
