Can't delete action set

I'm trying to clean up some of the Viewpoint action sets that we no longer need and I can't delete some of them. I get the following error: 'Cannot delete action set. It is used in a group action or a rule.' I've removed them from the Groups section of Alert Setup, Alert Action in Monitored Systems Alert Setup, and Ecosystem Configuration Action Rules. Where else can I look?
